Stout 2.0 refactor with breaking changes

This PR does the following:

Allows Stout's file upload method to easily work with other FS, DNS, and CDN providers
Introduces connectors to Cloudflare and Google Cloud
Makes it incredibly simple to add more FS, DNS, and CDN provider connectors
Allows different CDN, DNS, and FS providers to be used in the same deploy (e.g. Google Cloud for FS, Cloudflare for DNS, and AWS for CDN)
Improves the CLI flag system, command system, and config file system, as well as automatically integrating provider flags into the config file
Breaks all of your config files from Stout 1

@wingrunr21 Possibly. I'm not at Cloudflare anymore, but I can try and get this fixed up within the next couple weeks. Feedback appreciated, of course.

Turns out I've got a busier schedule than anticipated this semester. Putting this on hold, unless someone else wants to take it up.
