I cancelled some builds to speed up the 1.13 tests before opening this PR, that's why it is marked as failed. The PR tests pass however.

(rebased, no further changes and I won't cancel some tests again.)

(dropped the GOROOT workaround, switching to go1.13rc1 fixed that.)
