fix: bring back miniflare's watch-and-build

Fixes https://github.com/cloudflare/workers-sdk/issues/6042

runing pnpm dev used to start a watch mode, but I removed that in https://github.com/cloudflare/workers-sdk/pull/6029 because the esbuild watch api was changed. This patch brings it back with the new api.
