Restore JS lost from merging #100 #106

When we combined the workers.cloudflare.com and built-with-workers repos, we did not migrate some of the JS it had, particularly the stuff in index.js.

General:

[x] ~Latency checker~ (fix)
[x] ~Issues with light/dark theme management~ (fix)
[ ] Code block selection maintains dimming of non-selectable text
[ ] Text balancing

Mobile/touch device-specific:

[ ] Improvement to UI responsiveness on touch devices (how it responds, not design layout)
[ ] Mobile improvements to homepage hero code block illustration
