Context

The bot should open a new issue whenever the tests on main fail, so that the owners are aware that a pipeline has failed.

Description

Most often then not, people only focus on the tests for the pull request pipelines and after they merge their requests, they never look at the main one. Oscar should open new issues and label them accordingly whenever a pipeline that is configured to be monitored, fails.

Acceptance Criteria

open new issue when pipeline fails
label new issue with failure, ci/cd or something similar
