Implement the planning phase

Context

The tool will need to plan for the resources that need to be manipulated in the beginning.

Description

The plan phase consists of:

• parse the config
• download the plugin (not applicable till the registry is in place)
• load the plugin
• send the config to the plugin
• create the resource dep graph
• read already existing resources
• output a protobuf plan to apply

Acceptance Criteria

Some of these items are not achievable till at least one plugin is in somewhat a functional state, but it's a start:

• can read upstream resource and reconcile them during planning
• can create the dep graph
• define a plan state in protobuf
