For cloud service type, to avoid duplication between cloud service type name, we have to add cloud service group name. There are some duplicated cloud service type names in NHN Cloud(Tags, Parameter Groups, etc)
In NHN Cloud, there are some special resources like tags. Email and Push cloud service group share tag resources. So when we collect the resources like tags, we have to add additional PK (Cloud Service Group) so that we can view normally on the console.
