Can this be closed given that https://github.com/cloudfoundry/bootstrap-cf-plugin/pull/5 was merged?

Perhaps this issue falls into a bigger bucket of "what are we doing with this project?"

If the project stays and someone's going to work on it for all CPIs and different deployment types, then we should have a proper readme.

I went back and rewrote bosh-cloudfoundry as an alternate approach as part of an exploration. Tempest is another approach.

If this project is staying then it deserves a readme explaining what's what. But this isn't a strong issue for me anymore and can be closed.
