Repo is gopath #24

Submodule bosh-softlayer-cpi to the correct location to put the release tree into the proper GOPATH structure and update packaging script to reflect changes.

As there is a conflict in this PR, I just resolved the conflict and submitted a new PR in 30, so closing this PR
