The path for consul_agent no longer exists as Consul is now removed.

Hey @jontours - We're no longer actively managing this repo so won't be accepting this PR, but I wanted to let you know that it doesn't support transitioning to the latest release of cf-deployment. I'll update the documentation so this is explicitly stated, but here's the transition matrix that you can take a look at.
