Windows test fixes #39

We rebased the other PR onto develop and fixed up some additional problems. We ran the CONSATs repeatedly and weren't able to reproduce any failures like you reported the last time we submitted this. We ran it both with BOSH-lite and as a BOSH errand, both ran just fine.
