I added some stuff that makes it easier to generate the skeleton needed by the deploy_cf_bosh_instance script, and to run the script. I'm working on a readme update on how to use it. Hope you guys find this useful. Thanks!

I'm going to close this PR, the improvements from this that we want to incorporate are now reflected in the following stories:

• mega-ci scripts should only require credentials optionally, and generate them if they don’t exist
• remove cf example stubs and mention of them in README in mega-ci repo
