bump versions #44

For compatibility with the latest BOSH manifest features, upgrading versions of tools.

Please test this rigorously. This looks almost identical to Seth's PR #37 which I found in testing has a bug (?) with what looks like DelayedJob when trying to do something, and it hits a timeout error at 45 seconds every single time. Wondering if it's a bug upstream or a config setting we're missing or something.
