Creates system service account & namespace #28

This creates a non-default namespace where we can put component and workloads into, so that system resources and app instances will be run in separate non-default namespaces.

Hey SUSE folks,

We decided to go with a different user experience re: namespaced k8s resources for Eirini. We're closing this PR to reflect that.
