The latest eirini-release
GitHub release (0.13.0) is pointing to the 290b677
commit for eirini which is some commits behind the commit we are bumping to here. In the absence of Eirini releases we agreed to use the commits from eirini-release
but since this hasn't proved to be any more stable or helpful yet I'm ok with this bump. Merging.
This bumps Eirini to a SHA that's been vetted by our own CI for a while and has appeared in the Eirini team's helm chart.
The previous Eirini submodule was from late May, and this newer Eirini includes stability fixes that we've found very helpful in running less flakey CATs.
