Ruby 3.0 updates, tmate packaging, PATH revisions, and ssh-agent fix #92

Vendor Ruby 3.0 with the Jumpbox release to remove the need rvm installation at login.
Package tmate to prevent packaging issues with BitDefender false-positive detection.
Update $PATH setup to automatically capture any package except toolbelt (which handles this separately).
Correct watcher script to handle allow_agent_forwarding (ssh) and allow_tcp_forwarding properly.

Are you still working on this? @tpoland @dennisjbell Otherwise I have opened #94 , a dedicated PR for the sshd fix, which is important to because ssh (agent forwarding etc.) can get broken with this release when there is no stemcell update but jobs are restarted on the VM.
