Allow process to increase number of open files #152

c5ec2b7ca17b3fe095b5d307fac30efce084f258 referenced this property, but didn't add it to the spec file. This fixes that.

I signed the CLA, but it still shows as needing to be signed. Does that mean @sharms needs to sign it, too?

@bengerman13 good catch! Regarding license - I am not sure, but maybe you are right and @sharms needs to sign CLA also. Try to sign and I will merge it.
