Fix substitution of env vars for attachments #35

In case you only use attachments but not attachments_file substituion of env vars didnt work

We would like to see this merged too, as we want to use environment variables (eg $BUILD_JOB_NAME) in the attachment title without building a JSON in an attachments_file.
