@sbylica-splunk i would suggest moving the ci_nozzle_manifest.yml and data_gen_manifest.yml completely outside .github/workflows directory.
You can check https://github.com/splunk/fluent-plugin-splunk-hec/tree/develop/ci_scripts.
The ci_scripts directory specifically contains scripts/files used in workflows. You can do the same i guess and change all the references
