Update Stratos project to newer GoLang and fix references to cloudfoundry-incubator

Description

Update GoLang version to 1.21.x
Update go.mod to use cloudfoundry-community for the modules

Motivation and Context

We are building an updated version that we will be submitted to the cloudfoundry/stratos repositor when we have also updated some CF v2 API to v3 API
