This issue applies to the following combination:

bosh_cli       - 1.3262.4.0
bosh-bootstrap - 0.18.1

Bosh CLI depends on httpclient 2.7.1, whilst RubyGem's bosh-bootstrap uses `httpclient 2.4.0'. This creates conflict and provisioning fails.
