Eirini and EiriniX images should be built on top of SLE #1137

Some of the image binaries are not being built on SLE [1], even though they are based on a SLE image [2].

The base image should be the stemcell image that we use. The build image should also be the stemcell image that we use.

Should be registry.opensuse.org/cloud/platform/fissile-stemcell/sle_15_sp1/fissile-stemcell-sle:latest
