Add publish action to GHA

Renaming the chart required reworking the release pipeline. Instead of making https://github.com/cloudfoundry-incubator/quarks-ci/pull/167 work, we move to Github actions

Solved problems:

• unfinished helm publish (keeping timestamps intact)
• docker promote (from quarks-operator-dev to quarks-operator) might work
