SOCKS5 proxy support #66

We are tunneling through our jumpbox by setting the variable BOSH_ALL_PROXY and then calling the BOSH CLI through our script, which is fine and it works. But it would be nice to see support for BOSH_ALL_PROXY in the bosh-deployment-resource, which will help to reduce our long and complex scripts etc. Is there any support we can get for SOCKS5 proxy? Thanks.
