Update test certs to use SAN for Go-lang 1.15 and update one test for added quotes

Go-Lang 1.15 dedicated support for certs with on CN records as mentioned in https://golang.google.cn/doc/go1.15#commonname

Also added regex for matching slight change in error message under 1.15
