Add Filesystem BBR #76

BBR release that allows backing up and restoring any data from VM.

@dpb587-pivotal @belinda-liu Can someone take a look at it? This boshrealese is in fact a support for Prometheus2 backup/restore mechanism which is generic enough to use with any kind of deployment that creates backup in a custom directory.
