Add Windows packages #6

This PR adds Windows packages for v6, v7, and v8. It also updates the test manifest to use Bionic stemcells for Linux testing.

v6 will be out of support in the near future, do we still want to keep it ? I think that this was something we've discussed with @a-b and @reedr3
