Stage 1: Add the client related new softlayer-go #256

This PR is working items below:

  1. Migrate softlayer-go from bosh_community.
  2. Add client relative UT with a fake SoftLayer server.
  3. Use a customize logger to handle softlayer-go logs.

The change belongs to a series of migrations about new softlayer-go. The migration has 3 stage: Stage 1 is updating SoftLayer client code. Stage 2 is updating services code. Stage 3 is updating actions code.
