Bump to latest patch of golang in dockerfile #165

We use Debian 10 ("buster") as the Linux distribution for the cf-d-c-t docker image, which Docker appears to have stopped supporting in its official images for Golang.

👉 We should upgrade our Linux distribution to either Debian 11 ("bullseye") or Debian 12 ("bookworm").

💬 ARD WG meeting outcome: bump to bullseye

We decided that it's probably time to upgrade the distribution that we use and since Jammy is based off bullseye, it makes sense to use that distribution. Besides, we're already using bullseye in the runtime-base image and it seems to be working fine in ARD CI, so we should match that.
