WIP/stub, going to work on a branch to outline questions and guidelines for contributors who want to propose a feature or set of features .

@Birdrock this is the thing we discussed.

WHAT is this change about?

This is a doc draft/stub. I'm hoping to work on the branch, using this PR to track progress, create visibility and gather feedback. What it's about: The cf-for-k8s dev team were thinking about how to support awesome contributors who make proposals, how to provide feedback they need, and help them move it forward in a variety of ways. This guide would help structure the conversation and provide suggestions for information to share and possible next steps.

We also think this guide will be relevant for the working group that will own cf-for-k8s in the future (more context here if the idea of working groups is new https://github.com/cloudfoundry/community ), since merging of PRs or accepting of proposals will become increasingly democratic/distributed with that model.
