Build component images with Carvel tools

WHAT is this change about?

Running the images/build.sh will now build component images from the latest source referenced in images/vendir.yml. We're able to rebuild images for the following components in this way:

eirini
uaa
cloud_controller_ng
capi-k8s-release (i.e. cf-api-controllers, backup-metadata-generator, registry-buddy, nginx)
statsd_exporter

Does this PR introduce a change to `config/values.yml`?

No

Acceptance Steps

When I run images/build.sh Then I should see that it succeeds And images/kbld.lock.yml should be updated When I deploy cf-for-k8s using ytt, kbld and kapp Then I should see that the cf-for-k8s cluster runs correctly And I can push an app and visit it in the browser
