Send all application logs from a single app or all apps in an org or space, configured via CAPI annotations.

We have created an issue in Pivotal Tracker to manage this. Unfortunately, the Pivotal Tracker project is private so you may be unable to view the contents of the story.

@loewenstein mentioned that backwards compatibility with existing app drains (as configured via cf cups/cf drain) would be highly desirable.
