Support add, update and delete for client jwt configuration #125

If a client has client jwt active, you can do private_key_jwt

I will add a setup in https://github.com/cloudfoundry/uaa/pull/2551 after we clarified if UAA 76.23.0 can announce the experimental use and then I create a new uaac release so that uaac can be used to experiment with a UAA in order to setup client jwt trust.
