This PR bumps the version of the vendored golang to 1.20 (via bosh vendor-package golang-1.20-linux <path to local copy of https://github.com/bosh-packages/golang-release>).
1.18 is out of support and has known vulnerabilities. Even though this BOSH release is likely unaffected by the vulnerabilities, it is good practice to use supported versions of dependencies.
