The cflinuxfs3 had odbcinst and odbcinst1debian2 as transitive dependencies that got pulled in from installing unixodbc, allowing users to set up their ODBC drivers. Those packages are no longer pulled in with unixodbc in the Jammy version of the package, so we should manually pull them in to enable users
Note - odbcinst is a requirement for odbcinst1debian2, so we don't really need to install it explicitly, but I think that explicitly installing it makes it an intentional part of the stack so we should keep it in the list
