Make sure backups are created and document restoration steps. Make sure restoration can be done in any concourse deployment utilising uaa & credhub, for example one deployed with control-tower. Can we take the GCP SQL backup and restore it anywhere?

GCP SQL database is automatically backed up on a daily basis. To move a database outside of GCP, one can create a psql backup from a running instance and import it anywhere.
