Remove references to cf-drain-cli plugin #450

Deprecating cf-drain-cli plugin in favor of the generic CLI commands.

We have created an issue in Pivotal Tracker to manage this. Unfortunately, the Pivotal Tracker project is private so you may be unable to view the contents of the story.

The labels on this github issue will be updated when the story is started.

Thanks @ctlong! Does this update apply to any specific versions (of either Cloud Foundry or cf CLI)?

@mjgutermuth I don't believe so. We just wanted to remove any mention of the cf-drain-cli as we're in the process of deprecating it.
