Update CF env var size limit #501

With cflinuxfs4 (Ubunut 22.04) the 130k limit for env vars is per env var and not anymore for all env vars.

We have created an issue in Pivotal Tracker to manage this. Unfortunately, the Pivotal Tracker project is private so you may be unable to view the contents of the story.

Sorry, I reviewed the wording, but I missed the Markdown in the HTML note. Markdown formatting can't be used inside HTML structures. Please replace the backticks with tags. Thanks!
