Remove guidance to set drain_scope drain parameter #503

It is not possible to define an aggregate syslog drain using cf create-user-provided-service. Aggregate drains are defined at deployment time.
I think this content was added due to some confusion between metrics emitted against syslog drains vs their configuration in #491.
