Remove buildpack staging #119

As we discussed previously, we want to deprecate old buildpack staging. This PR removes all buildpack staging related code from Eirini but keeps the docker staging stuff (which IMO should also not be part of Eirini, but that's a separate discussion).

Cutting a release with this change might or might not lead to a major version change.
