Automatic bump from version 2.8.11 to version 2.8.12, downloaded from https://www.haproxy.org/download/2.8/src/haproxy-2.8.12.tar.gz.

After merge, consider releasing a new version of haproxy-boshrelease.

no security critical features, no major changes. There is a new leniency flag for the transfer-encoding header on responses (made more strict with 2.8.11), in case there would be any issues with that
