[Feature]: As a Korifi user I want to be able to delete a Service Offering #3613

Background

We need to be able to delete a service offering with a DELETE call to /v3/service_offerings/:guid. If pruge=true is provided as a url param, we need to delete all the related service plans, instances and bindings to the offering. Acceptance Criteria

Implement API endpoint for deleting service offerings
Handle the purging of all related resources
