[Chore]: Merge eirini-controller CI into cf-on-k8s CI #636

Background

Cf-on-k8s is currently the main user of eirini-controller, so it makes sense to have its CI in the same place as the cf-k8s CI

Action to take

Migrate the eirini-controller CI jobs to the same place that hosts the cf-k8s CI jobs

Impact

CI is better organised
