Bumps MySQL Driver from 1.2.0 -> 1.4.1 #31

This is to help support external Azure MySQL databases. 1.2.x is listed as incompatible. Check out https://docs.microsoft.com/en-us/azure/mysql/concepts-compatibility for more context/guidance.

Is a replacement for https://github.com/cloudfoundry-incubator/notifications/pull/14
