Manual Final release v46

This release fixes a bug - "Upgrading to v45 fails during pre-start" from the previous v45 release.

This final release v46 supports the following postgresql versions:

• v11.20
• v13.11
• v15.3 The following postgresql versions are no longer supported with this final release v46:
• v9.6.10
• v11.10
• v11.15
