Retain user's selected cf/org/space during a single console session #2130

Ensure any selected cf/org/space are retained across all root page filters
Root page filters covers list cf/org/space filters on app wall, service catalogue, etc.
Only applicable to filters, does not cover the cloud foundry pages when multiple endpoints are attached.
Does not cover persisting this selection across multiple sessions (see #1524)

@nwmac I've tagged this as V2, this was brought up by @gberche-orange and could cause some major frustration to users.

From #stratos Michael Stokes [6:36 PM] I don't like the new feature that the filter I set on the applications page is lost when I close the tab and reopen it or even refresh the tab it loses the info. I liked the last version (v1) of the app that remembers your filters forever even after restarts of your browser. It used to remember the org, space, search and whether the apps are listed in squares or rows.
