Initial container layout

Base layout prep for Docker, includes

• Readme updates
• Package.json resources moved for Yarn install under Docker
  • Yarn is included within the Node Docker image
• Basic Docker & Node server setups to get started

@ilyavw looking for input on Dockerfile based on Cloudigrade's use. Went ahead and matched some of the syntax styling
