Add behaviour to catch 409 Already Exists errors... #12

...and tag images as synchronized

This allows image migrations to proceed if they were part-finished and the local Cloudinary tables have been removed.

Note: I've been unable to run the test due to Composer issues.

Thanks for sharing this @andyt - I spoke to Cloudinary and we are going to see if we can pull this in as part of next major release.

We are going to close this because of time elapsed and also since it looks like the files related do not exist anymore as well.
