What does this PR solve?

When responsive plugin is combined with placeholder it will fire additional request even before the placeholder image is fetched, see below before and after.
The first request is fired with different analytics than the second one and I'm not sure what is the expected one but we get rid of the first one so the second request (previously third) stays the same
