delete is wrong implemented: provider="general" also if no name is provided it needs to delete all of them also if nam=all the same

if arg.name is not None:
- result = Launcher.delete(name=arg.name, category=arg.cloud)
- else:
- result = Launcher.delete(name=None)

e.g just deleting the above does not provide proper delete
